Update on Schnitzer Steel Industries, West Oakland, dba Radius Recycling
The Committee will receive a presentation and update on Schnitzer Steel Industries, West
Oakland, dba Radius Recycling, and will discuss the topic, including the Air District’s
response to the August 2023 fire, its work with other agencies to address community
concerns, and its latest permitting efforts. This item will be presented by John Marvin,
Air Quality Program Manager, Compliance & Enforcement Division.
Discussion of the Metal Recycling and Shredding Operations White Paper
The Committee will receive a presentation on the staff's draft Metal Recycling and
Shredding Operations White Paper, and will discuss the topic including an overview of
these operations, the current regulatory landscape, and staff recommendations for
strengthening the Air District's rules. This item will be presented by Poornima Dixit,
Senior Air Quality Engineer, Rules & Strategic Policy Division.

Stephen Reid, Senior Advanced Projects Advisor in the Assessment, Inventory, and Modeling Division,
gave the staff presentation Woodsmoke Impacts: Assessment and Mitigation, including: outcomes;
outline; assessing woodsmoke impacts; background on residential woodsmoke; emissions inventory
updates and summary; emission trends; device population and activity trends; residential woodsmoke
causes elevated black carbon levels; analysis of Particulate Matter (PM)
2.5
composition by month; air
quality modeling approach; preliminary modeling results; preliminary estimates of impacts; mitigating
woodsmoke impacts; Air District sponsored woodsmoke reduction incentive programs; Woodsmoke
Reduction Incentive Program; Regulation 6, Rule 3; scoping phase of the rule development process;

The Committee and staff discussed the rate of participation of past woodsmoke reduction incentive
programs offered by the Air District; the desire for additional education on the health impacts of
woodsmoke; outreach methods and targeted audiences regarding wood smoke health impacts
messaging; the way in which priority communities are identified; the suggestion of incentivizing
induction stoves; whether the $2 million allocated to the Bay Area for the Clean Heating Efficiently
with Electric Technology (HEET) program may be stretched to help more households than 270; when
the levels of particular sources (ammonium nitrate and sea salt) of PM
2.5
are highest; whether
commercial pizza ovens are considered a significant source of PM
2.5
; regarding device trends, whether

the Air District can tell whether wood stove and fireplace population decreases are due to people
converting to gas-burning appliances, or decommissioning their gas and wood burning devices
altogether; the request for the percentage of the overall Bay Area households that have wood burning
devices; whether the health of those inside the home is more impacted by woodsmoke generated from
wood-burning devices inside of a home than those outside of the home; the type of electric heat pumps
that are being incentivized in the 2023-2024 Clean HEET program, and whether duct systems are
included in the program; the comparison of preliminary (modeled) mortality and asthma rates
(residential woodsmoke vs. space and water hearing appliances); the history of California’s smoking
bans, how they have changed behavior, and whether that is comparable to the banning of residential
wood-burning; advantages and disadvantages of regulating wood-burning devices in designated
Assembly Bill (AB) 617 and low-income communities; the suggestions of identifying entities with
whom the Air District should engage as the white paper (that provides decision-making context about
this source type and recommendations on potential policy responses) is being developed; whether the
Air District plans to reattempt its previous rulemaking (which was withdrawn) which would require
homeowners who wish to sell their home to replace their existing fireplace at point-of-sale in the
transaction, or risk the home sale being stopped; vegetation/fuels management practices on private
property, and whether burning trees from one’s own property to heat the home (as the sole source of
heat) can be addressed in the whitepaper; the role that population density plays in the development of
woodsmoke regulation policy; the request that Bay Area topography needs to be addressed in the
whitepaper; the desire for youth engagement and outreach, regarding this issue; the suggestion that the
Air District partners its Spare the Air messaging with Walk and Roll to School, Ruby Bridges Walk to
School Day, and Safe Routes to School programs that already encourage non-motor vehicle modes of
transportation; the request for data on the ongoing costs (and economic impacts) of heating homes; and
the need to consider people who may be disproportionately impacted, economically, by a new
woodsmoke regulation.

Chair Hopkins announced that Ruby Bridges Walk to School Day is recognized by the State of
California on November 14 of each year, commemorating 6-year old Ruby Bridge’s activism to end
racial segregation in public schools in 1960.

Update on Schnitzer Steel Industries, West Oakland, dba Radius Recycling
RECOMMENDED ACTION

BACKGROUND
Schnitzer Steel Industries, Inc. dba Radius Recycling (Schnitzer) owns and operates a scrap
metal recovery and recycling facility located at 1101 Embarcadero West, Oakland, California. It
occupies approximately 26.5 acres of land adjacent to the Oakland Inner Harbor waterfront and
the Port of Oakland. The facility is located in an overburdened community and designated AB
617 area (West Oakland).
Operations at Schnitzer include but are not limited to shredding of light iron products including
automobiles, appliances, and other recyclable light steel materials to recover ferrous and non-
ferrous metals for sale.
Through Permits and Regulations, the emissions are controlled by a variety of abatement and
control equipment; enclosures, water trucks, sweepers, and water spray equipment.
DISCUSSION
Staff will provide an overview of Schnitzer’s metal recycling operation, the associated air
pollutants, and the applicable air regulations with which it must comply. The update will include
recent fire history, work with agency partners, Air District enforcement and permitting efforts,
and next steps.
In response to the August 2023 fire, CalEPA and USEPA formed the Rapid Response Task
Force (RRTF). Its goals are to enhance multi-agency enforcement coordination, improve
communication with residents in the impacted area, and to lead to better enforcement outcomes.
The Air District participates in the RRTF along with 11 other partnering agencies to address
community concerns.

Emissions from the facility, specifically the shredder, have been reduced with the shredder
enclosure and installation of two (2) thermal oxidizers. That and other permitting updates will be
presented.
Planned next steps will be outlined in conclusion.

Discussion of the Metal Recycling and Shredding Operations White Paper
RECOMMENDED ACTION

BACKGROUND
This presentation provides an overview of staff’s draft concepts to further mitigate emissions
from metal recycling and shredding facilities. In response to Assembly Bill (AB) 617, the Air
District is partnering with Bay Area communities most impacted by air pollution to develop
Community Emissions Reductions Plans (CERP), which include strategies to reduce harmful air
pollution within the community. During the development of West Oakland’s CERP, “Owning
our Air: The West Oakland Community Action Plan” (WOCAP), community repeatedly
expressed concerns about the pollution from the Schnitzer Steel facility, especially pertaining to
deposition of light fibrous material (LFM) on both public and private properties around the
facility along with frequent fires that emit carbon and odor causing gases. As a result, Strategy
#68 of the WOCAP states that the Air District should pursue “amendments to existing
regulations to further reduce emissions from metal recycling and foundry operations, such as
changes to: 1) Rule 6-4: Metal Recycling and Shredding Operations, which requires metal
recycling and shredding facilities to minimize fugitive PM emissions through the development
and implementation of facility Emission Minimization Plans; and 2) Rule 12-13: Foundry and
Forging Operations, which requires metal foundries and forges to minimize fugitive emissions of
PM and odorous substances through the development and implementation of facility Emission
Minimization Plans by 2025.
The white paper is the first step in assessing potential regulatory amendments to Regulation 6:
Particulate Matter, Rule 4: Metal Recycling and Shredding Operations (Rule 6-4) and will
discuss the environmental impacts from metal recycling and shredding operations and potential
recommendations for reducing those impacts. Note that although Strategy #68 of the WOCAP
also highlights foundry and forging operations, a discussion of those operations will occur later
and is not within the scope of this discussion.

DISCUSSION
Air District Staff are proposing recommendations to address emissions from metal recycling and
shredding operations. Staff developed these recommendations after performing a gaps analysis of
existing regulatory measures used to control emissions from metal recycling and shredding
operations in other jurisdictions, as well as evaluating opportunities for amending current Air
District rules. These recommendations include:
Propose to amend Rule 6-4 to:
o Include a minimum set of emissions control measures that apply to all facilities
instead of an Emissions Minimization Plan (EMP).
o Establish stringent De-pollution strategies.
o Include recordkeeping and reporting requirements for each emission control
measure to improve enforceability and transparency.
o Ensure better stockpile and feedstock management by having them contained in
permanent enclosures.
o Require the facility to perform air monitoring at the fenceline and/or in nearby
communities to monitor emissions and characterize fugitive PM and VOC
emissions.
Establish partnerships with agencies that have jurisdiction over metal recycling facilities
to jointly enforce regulations and issue violations when they occur.
Air District staff anticipate releasing the White Paper for public comment in the second quarter
of 2024.
