On May 25, 2023, in the U.S. District Court, Southern District of
New York, the firm and Ahmed Mar, Elsayed Mar, Elsayed Halim,
and Ashraf Mousa entered into a Consent Decree to resolve
alleged violations of the FMIA and PPIA. Under the Decree, the
firm and officials are permanently enjoined from selling,
transporting, offering for sale or transportation, or receiving for
transportation, any meat, meat food, poultry, or poultry products
required to be inspected and passed. The firm and officials agreed
to, among other things, mandatory training, and recordkeeping
requirements. The Decree contains enforcement provisions,
including civil penalties, for non-compliance. The Complaint and
Decree were filed simultaneously.

On April 4, 2023, in the U.S. District Court,
District of Rhode Island, defendant corporation
Rhode Island Beef and Veal, Inc., plead guilty to
three counts of the Indictment for violations of
the FMIA. On March 24, 2023, defendant
Michael Quattrucci plead guilty to two counts of
the Indictment for violations of the FMIA.
Previously, a three-count Indictment was entered
charging the corporation and its owners with
defrauding customers by using an official
inspection mark without authorization, in violation
of 21 U.S.C. 611, by falsely representing beef
had been inspected and passed, in violation of
21 U.S.C. 611, and by preparing beef without
complying with inspection requirements, in
violation of 21 U.S.C. 610.
