Garfield Residential Parking Permits for Residents of the
Garfield Housing Authority (GHA)
All applications for Garfield Parking Permits are submitted online at garfieldpermits.rmcpay.com
through any device that connects to the internet, such as a SmartPhone, iPhone, iPad, Tablet or
computer. If you are applying from a computer, make sure you have copies of your documents saved to
your hard drive so you can upload them when requested. Residents of the Garfield Housing Authority
(GHA) may apply for a Garfield Residential Parking Permit if you do not have an assigned parking spot
and sticker from the GHA. A letter of authorization issued by the GHA must be submitted along with your
other documentation when applying. The cost for a Garfield Residential Parking Permit is $10.00 and is
valid for a period of two years.
After submitting the application, you will be required to set up an account with an email address and a
4-digit PIN number, which will be your password for the account. Confirmation emails are sent from
donotreply so always check your Spam/Junk folders if you do not see the notification in your Inbox.
To obtain a residential parking permit, the following documentation will need to be uploaded and must
reflect the Garfield address:
1) Valid NJ Driver’s License reflecting the current Garfield address;
2) Valid NJ Registration reflecting the current Garfield address;
3) Valid Insurance Card reflecting the current Garfield address;
4) Proof of residence, such as a utility bill, bank statement or letter from one of those establishments;
5) A dwelling certificate must be on file with the Fire Prevention Bureau;
6) A Letter of Authorization permitting the issuance of a City Parking Permit issued by the GHA
An online address change confirmation issued by the NJ Motor Vehicle Commission (MVC) is accepted
for the updates of license/registration. Make sure to print or screenshot the address change
confirmation page and upload the document along with your valid drivers license and registration in the
appropriate fields.
Dwelling certificates are issued only through the Garfield Fire Prevention Bureau. To obtain the
certificate, email a copy of your signed lease that shows the names of all occupants of the apartment
(adults and children with ages, if applicable) to [email protected]. Ms. Schult will communicate with
you regarding your dwelling certificate.
A vehicle that does not have a Residential Parking permit must purchase an Overnight Pass to avoid
receiving a summons. This includes, but may not be limited to, overnight guests, rental vehicles,
company issued vehicles that are not registered to the resident of the household, or any vehicle that has
applied for a permit and has not received an approval, such as an application that is submitted outside
of normal business hours.
When purchasing the Overnight Pass, go to ppprk.com or download the Passport App from
Google Play or the App Store. Enter ZONE 86200 when prompted. This code is specific to Garfield, NJ.
The cost for the Overnight Pass is $5.00 and must be purchased each night a vehicle is parked in the City
without a valid residential permit.
If a sticker was issued by the Garfield Housing Authority for your vehicle, you are not eligible for a
City of Garfield permit. If you wish to obtain a City permit, your GHA sticker must be returned to the
Administrative office and a letter of authorization must be provided.
